The bills that hurt aren't the weekly ones. They're the ones that come once a year and land the same week as everything else.
Here's the sum. Take the yearly cost and divide it by 26, because you're paid 26 times a year, not 24. Rego at $900 a year is $34.62 a fortnight. Water at $260 a quarter is $40 a fortnight.
Move that much every payday into a separate saver, and the big one is sitting there when it lands.
